Gas tank safety valve

When I am filling my gas tank I can only pump a few dollars before the pump cuts off. I have to slowly pump about 15cents at a time or it will come spilling out on the ground. I have put a fuel system cleaner in hoping maybe the safety valve was stuck or gummed up. No luck. Any advice? It is a 1999 Toyota Avalon.

It should be a problem with the EVAP system whereby air is not being discharged fast enough for the fuel to go in.

If the Check Engine Lamp is indicatng, get a scan done and let me know the trouble codes.
