Fuel pump sounds
Should i hear a fuel pump sound when i turn the key on in my 1999 mercury grand marquis

You suppose to hear it when key at run position-if not check the fuel pump fuse, fuel pump relay and the inertia switch-could also be the fuel pump itself

Only for the first 2 seconds if the engine isn't running. It stays on after the engine starts.
