My wheel is wobbling but the lugs are tight

My '99 chevy cavalier just got new tires put on. Two weeks later, I am noticing that the front passenger wheel is a bit loose when I jack the front end up. The lug nuts are tight. It makes a horrible 'wobbling' sound when driven. What could be causing this, the bearings were changed not even a year ago. The faster I go, the worse the sound gets. When I make right turns, the sound disappears. Could it be the tie rod?

In my experience when I got bearings from certain stores they didnt last. I would start with the right bearing. When bearings get bad enough and you turn towards the bad one the noise will stop. To check the tie rod, jack up the car, with the wheel on, try and wiggle the tire up and down. It shouldnt move.
