Why is my 1999 chevy blazer 4 door rpm goes up high but the fastest the car will only go is 20-35 Mph?

The transmission is either staying in a low gear or it's slipping. If it's slipping, you'll do serious permanent damage by driving it like that for just a couple of miles. If it's stuck in one gear, that is most often an electrical problem that could have an easy fix.
