Could a loose ground on a relay switch cause the radio and power window to fail to operate on a 1998 pontiac firebird?

That's not likely since there are no independent relays in the circuit

what could be causing my radio to go off while I'm driving and when that happens, my windows won't go up or down?

You'll just have to trace the wiring diagrams to determine where the power is being lost. The windows are powered by a circuit breaker in the fuse box. You may have a master feed from the engine compartment with a poor connection.
