Is this normal?

I recently had my fan clutch replaced and now it has a LOUD noise when I drive - Sounds like an airplane trying to take off- It seems like its engaged all the time-I thought the purpose was to keep my vehicle from running hot - but it never goes off and where i live is not that hot- Help!!!!

It is supposed to release and the noise you hear is the fan turning at lower speeds or really high speeds where it should disengage. The fan clutch is faulty and needs replacement.
