1998 Ford Taurus Repair Question

E brake

My ebrake was on one day and the handle to release it broke off. I found a lever behind the ebrake pedal that released the pedal but even though the pedal is not on the light is still on showing the parking break and also the car does not move freely as if the break is still engaged hindering the car even though the pedal is not down even the slightest. why is this and what can i do?

The parking brake warning indicator is actuated by the parking brake control
System was not released fully
check the cables under the car
jack rear tires and check if stuck

SYSTEM DIDN'T FULLY RELEASE
The parking brake warning indicator is actuated by the parking brake control
Check cable under car pull on it as you releasing the level inside
