1996 Honda Accord RPM Jumping

Well when it starts it revs up to 2000 rpm then slowly goes to about 1500 rpm then it starts revving by its self between 1000 and 2000 rpm. It only does this when its in park and in neutral. If it's any help to know I had replaced the water pump a few days ago and I made sure everything was lined up correctly I checked it at least a dozen times and made sure all the timing marks were lined up even after the timing and balancer belt were put on. Also the car did this even before I changed the water pump.

Are there any codes. Sound like maybe a vacuum leak or idle control problem

I checked for codes and there was none. But would oil in the spark plug wells cause this? Because after I posted the question I remembered that this car did this before about a year ago and so I took the plugs out and sure enough there was oil in the 2nd spark plug well and there was kinda a lot in there but not enough to cover the entire spark plug. There was some in the 3rd and 4th spark plug wells also but it was only a small amount. I got the oil out and took all 4 spark plugs out and just wiped them off good and I also cleaned out the 2nd and 3rd plug wires since they were the only ones that had oil in them and once I had it all back together I started the car and idle problem I mentioned earlier is no longer there.

If the peson answering question does not have expert under it it is not from 2carpros. Try cleaning throttle plate on both sides and iac hole with choke cleaner and check for vacuum leak like line broken, cracked etc.
