Low Fuel Pressure

I am experiencing low fuel pressure. The pressure is about 52 psi with the key on and the engine not running. The pressure is around 50 psi. With the engine running. The spec calls for 60 - 65 psi. Also, the pressure holds when the truck is turned off.

I have changed the pressure regulator, the fuel filter and the fuel pump (Delphi - complete assy.)

What else could be contributing to the low pressure.

The fuel delivery system may have low or no pressure due to a ruptured fuel pump pulsator The pulsator is the flexible connector between the fuel pump and the metal fuel line in the tank.

This pump assembly doesn't connect to anything in the tank, it only has a pick-up with a strainer. Am I missing something?
