Fuse #14 shorting out

I have a 1995 jetta gls 2.0 automatic

it is blowing fuse #14 when I turn on the ignition. Car starts okay, but power windows do not work.

when I put in fuse with the ignition in the run position, you can hear the starter engage briefly and then the fuse blows.

-Could be the ignition switch shorting out or the components that fuse no.14 powers or its circuits is shorted direct to ground-see below wiring diagram-its gonna be a tough one to figure if you're lacking electrical experience
