car wont start

I have a 95 cirus and I just put in a new fuel pump and filter. Its not getting any power to the pump. I checked the relay and the fuses they are all getting power. It it not however getting power to the car side of the plug were it plugs to the fuel pump ..why?

There will only be voltage for one second after turning on the ignition switch. It will come back during engine rotation so you have to measure while a helper is cranking the engine.
