Hello,

Ok, If engine attemps to turn over and just drags, did you check and make sure all pulleys exept crank pulley turned freely? If not then it is possible that a pulley has locked up which causes the belt to break to begin with.

Engine turns fast and new belt stays on. Car will not start as if not getting gas but has plenty gas. All pulleys turn freely.

Ok, have you checked for spark at the plugs. Color should be a Bright Bluish/White. If no spark check connection to crank sensor. Possibly the belt breaking either broke the crank sensor or cut the wiring to it.
