1994 Lexus ES 300 crank, no start issues

Car will crank but will not start. I tried hooking up my OBD2 scanner but it will not link to ECU. I replaced the battery and ECU but still will not start or scan.

Check fuel pressure with a gauge and hook up scanner to another car to make sure it works also check all fuses under hood as well as inside car. Also retry scanner but turn ignition switch on then off then on again an dit may read. Here is things to check at connector aswell in pic.
