1994 Lexus ES 300 '94 Lexus ES300 starts fine warm, but not

My Lexus will start right up when warm- however, when cold, it takes 6 or 7 turns of the ignition- all I will hear is a "click" for 6 or 7 tries, then it will start. Battery is fine, only a year old, but I had it checked at Pep Boys anyways and it is fully powered. They told me it "might" be the starter, but couldn't tell for sure. But if it was the starter, I don't understand why it would start up fine while warm, but struggle to start while cold. First thing in the morning it will take 6 or 7 tries to start, after that it starts fine throughout the day.

Its harder to spin the engine when cold and require more torque i would suspect the starter too but you should check the starter relay 1st Remove starter relay. Starter relay is okay if tests as follows: There is continuity between terminals No. 1 and 2. There is no continuity between terminals No. 3 and 5. There is continuity between terminals No. 3 and 5 when battery voltage is applied across terminals No. 1 and 2.
