Why does engine shake at idle, low RPMs, but will accelerate fine when kicked down?

The car starts fine. Idles rough. I can kick down the gas pedal and accelerate fine. When the car settles to low RPMs at speed it feels jerky. I was able to get this to stop at first by stomping the pedal, but now it will not stop.

Idle air control valve. It is responsible for the engine idle.

I didn't mention that I am not getting a check engine light. Does this mean anything more?
