1993 Ford F-150 overheating

I noticed this morning that I was getting no hot air from the vents, but the temp gauge was nearing the "H" after only about seven minutes' driving from a cold start. I let it sit for a while, then added about a gallon of water to the radiator. Everything worked fine after that. I got out about two hours later and drove it. This time the temp gauge barely rose above the "C" after almost 15 minutes. Is it safe to keep driving? What could be causing this?

Yes it 's safe to drive the thermostat may be stuck open but because you were low on coolant have it pressure checked for a head gasket/intake gasket blown.
