When you say it will not start, will the engine turn over or does the engine not crank at all?

I am going to attach the wiring diagram below for the starter which is where I suggest we need to start.

It sounds like this engine is not turning over which means it is a no crank no start. So, we need to check the voltage at the starter when cranking the engine and find out if we even have 12 volts on both wires and if not, I suspect the clutch relay has failed.
