1989 Jeep Wrangler yj - stepper motor prob

Please somebody help me - having so many issues with my jeep lately and want to just get it running good! I replaced my rebuilt carb with a new Carter carb, realizing now that this new stepper motor is not working - like its not powered, I guess that is my question, what would cause a stepper motor not to work? I keep reading about a by pass or taking the electrical out behind it altogether but then what makes it work at that point? So need some direction - most mechanic's have no clue and only seem to be adjusting but not fixing any real issue here. That is ONE of many problems this jeep is having but I am way into this now and I have to see it through and get it back on the road with limited funds at this point. ANY ADVICE PLEASE?

A stepper motor is for when you turn the car off it lets the throttle plate close further so you dont' get rengine run on when you turn it off. It should be disconnected the set with is called an excersiser. But the hot idle has to be set prior to do ing this. It's connected to the ignition fuse by the yellow wire. If it' s a 4 cylinder it's controlled similarly. The pic shows how it's supposed tobe adjusted.
