won't start at all, I put a battery in and all I got was headlights?

I have a 1989 Honda Accord Sedan, and it won't start at all, I put a battery in and all I got was headlights, tail lights, and locks. I turned the key and it didn't beep or anything, and I tried to start it and got nothing, no crank or anything, what all could be wrong?

Check the main fuses in underhood fuse box if the dash indicators lights are not coming on when ignition is turned on. These guides can help us fix it

Yeah they didn't come on, I was going to change the fuses but I decided to get the opinion of someonr who knew more than me. I tried to pop the clutch to see if it would even run, but it has been cut off for a long time, so I'm re-building the engine.
