1984 Chevrolet Chevette Repair Question

Brake pressure appears to be insufficient at rear wheel cylinders -1984 chevette drum. Made sure no air in lines already. Rear wheels will turn while in drive - will not hold while up on jack stands. Linings have been adjusted to maximum distance before locking drums. Is it the proportioning valve which appears to be none re-settable or is it the master cylinder going to bypass.

i would start at the master as that is where the pressure is started. see if there is any pressure going to the valve. if there is, then proceed to the proportioning valve.

is there fluid coming out of the wheel cylinders??? how is the pedal???
