1995 Lexus ES 300 DTC Code 1300

I am getting this code. Auto Parts technician suggests needing a tune-up. Recently had sparkplugs replaced. When I stop, sometimes the car goes into a rough idle--if I press the accelerator the RPMs go back up and then holds and the rough idling goes away. Any suggestions.
