Will not turn over

Car won't turn over with key. Can jump starter but won't start turns over.

Does the theft light stay on when turning the key? This would explain why the engine is not turning over with the key and does not start by jumping the starter. You need the theft system to deactivate and cannot bypass this.

If this is the case, we need to check for codes and go from there. Thanks
