Wipers have power they both move up half way an stop. The fuse is not blown I checked. Rear wiper works fine. When it stops the wiper motor makes a buzzing sound like it is struggling. Thoughts?

Good morning.

It sounds like either the wiper motor is failing internally or the wiper arms are slipping on the transmission.

How can I determine if it is the motor failing or the arms slipping?

Put your hand on the base of the wiper by where it meets the linkage. If you can feel the vibration there, good chance the nut is loose securing it. The motor will also be working it is normal cycle.
