Windscreen wiper and water fluid will not work

My windshield wipers and washer fluid will not work and I hear a buzz sound coming from the dashboard. The issue lasted a couple days until today where everything was working fine again until I tried to use the washer fluid and now it will not work and the buzzing sound has returned.

Yes, I checked the fuse. Everything else is working fine, although if the indicator is on while it is on it makes a buzzing sound in time with the sound of the indicator flash.

Sorry, I do not have the schematic for this vehicle so I am only able to take a guess as to what the problem might be.
If the buzzing noise comes on with the turn signals, it could mean a poor ground circuit. If you are able to do electrical repairs, maybe you can try diagnosing the problem.
