Will not crank diagnostic done

I have the car listed above Quattro 2.0t. At work one day it would crank but sounded funny and wouldn’t start. I had it towed back to my house where I hooked up a vag scanner and ran a full diagnostic and it came back starter malfunction that starter was blocked o4 malfunctioning. I had my girlfriend try to start it again while I was underneath and the starter definitely was making weird sound but wouldn’t even crank now. I purchased a new starter, removed engine mount and a couple brackets and replaced the starter. After putting new starter in and reassembling everything, I tried to start car and it would not crank at all. I ran the vag reader again and the same exact trouble result came back saying that starter was malfunctioning or blocked. The starter put in was brand new and lined up and put in nicely. I’m kind of stuck on what to do to figure out the fix. Any help would be appreciated. Thanks.

Hello,

When you replaced the starter you didn't see any chipped teeth on the flywheel? I'm assuming no. My best guess here is your vehicle's engine speed sensor. I have included troubleshooting charts for you in the diagrams down below. Please go through them and get back to me with what you find out.

Okay. Thank you for your reply. This has been a very big headache and inconvenience. Do you happen to have any fuse/relay diagrams that would aid in running the tests you listed?
