Wheel well, inner splash shield missing?

The car was received without the passenger side wheel well inner sleeve, which protects the accessory belt and pulleys from splashed water and road debris.

I know the number of the OEM part for the sleeve, and have searched under that number, but no one' has it. (I have not searched all the junkyards.)

To resolve that problem (at least, for now) I am searching for a robust, waterproof material to use for a hand-made sleeve.

Does anyone have an idea for a durable, waterproof inner sleeve?

Not really, your best bet is to call a wrecking yard or search Ebay. The dealer will not have it as the part is obsolete. I did a quick search on Ebay and found it.

I already had searched eBay but used the actual OEM part number. I found two or three sellers, but all were listed as out-of-stock under that part number. I even downloaded an exploded diagram of all the fender parts, to get a better idea of its appearance.
In any case, what was the search term you used with the eBay site? Next time, I'll remember eBay's search engine is not the most consistent.

As you may know already, there are two liners, inner and outer. The OEM part number for the inner sleeve, passenger side, is 25636788. The outer sleeve does not even resemble the dimensions of the inner sleeve.
As I mentioned, I searched eBay under the GM/OEM part number, and found several sellers, but all were out of stock.
Attached below are images of the inner sleeve, passenger side. What I hope to do is find a suitable, waterproof material and follow the general pattern of the original. Sorry for the small size, but I ran out of graphics power trying to enlarge the image. You may be able to enlarge the image through your browser's "Zoom" (magnification) feature.
