Want turn

Crunk car this morning and it sounded as if something was flapping under car. Drove car down street and attempted to make a right turn when the car would not turn. Couldnt turn to park car and it smelled as if some rubber was burning

Suspension problem, That what it sound like, but other than that, can it turn to the left? This hopefully is minor problem like a broken drive belt, that flapping as the engine is running affecting the power steering, If the drive belt is the problem the power steering is affected so is the charging system and the cooling system.
