1995 Volvo 850 Accessing windshield wiper relay to replace

We think the relay is located underneath the fuse box but are unsure how to remove the fuse box and upper relay compartment. Is this something that simply snaps in/out? If so, can someone give a simple explanation for doing it?

Front wiper relay is located on the central electric unit in the #9 position. The central electric unit is located on the left rear of the engine compartment. There should be a lid on the unit which you unsnap by lifting up on the tabs on the sides of it.

After much research and struggling, we managed to access the wiper relay for replacement. Though the relay is located underneath the fuse box, it should NOT be accessed by removing the fusebox or by going in anywhere under the hood. (That would be like trying to take out someone's tonsils by going through their bellybutton.) It is actually accessed by going into the footwell panel where the pedals are. The panel unsnaps and, though it's still not simple to reach in to swap relays, it's the only way to do it.
