1999 Volkswagen Jetta windshield wipers

My windshield wipers are not working, they started moving slower then normal then lately an inch a minute and now they just an inch up and then back down and I live in a rainy city, not sure what could be wrong the wiper blades are brand new, is it just the fuse

Hi karaliner,

I guess the wiper arm linkages are rusted and jammed or the motor is weak

Lift wiper off windshield to test and if they work fast, it is the linkages, if slow, you need to check both.
