1999 Volkswagen Jetta

trying to fix windows in cars. yes power windows...short history, got the car, only one window worked (rear passneger) then front passenger worked, then stopped, on the console under the radio, the lock/unlock button also stopped working...and.... the alarm is quirky, you have to turn the key and dissarm the security at the same time, yeah..i dont know. but the important thing now is window needs to BE DOWN for safety inspection to make legal, i live in hawaii so it can stay down

What you need to do is remove the door panel. There will be two wires going to the motor. One will have power in the up position and the other when switched to the down position. IF there is no power, check to make sure the switch has power to it. If there is none, then you have to start tracing wires. Chances are the problem will be a break in the wiring harness between the door and the door frame where the wiring is always moving when the door is opened.
