Smog guy says I need a new engine computer?

smog guy says i need a new computer, but there a faulty wire going to oxygen sensors he must not have seen somehow. but wouldn't it be best to replace that wire first before saying i need a new computer?

If I could get the codes, I can help confirm the failure, but I can tell you if both oxygen sensors are bad at once the engine computer is bad. Please go over this guide to help explain what is going on:

Here is how to change the engine computer out which you can get a preprogrammed unit by searching Google or Ebay. Check out the images (below). Please let us know what happens.

both sensers are good he said just seems if there's a faulty wire going to the os it would throw the computer off making it seem bad shouldn't he replace the wire first the cheaper fix instead of just saying i need a new computer he said he checked the wires and they were fine but one is not fine its metal on metal rubbing all frayed that can't be good he's going to replace computer and seem like the wiring will burn it out in a short amount of time.
