Trouble code 45, and with the TPS. The book says the tang should be inline with throttle actuator. I do not have any of that on the TPS side, is it possible missing?

45 - Oxygen sensor rich exhaust.

You are reading about a throttle position sensor for an older engine with a carburetor. The 1991 does not have a tang. It has the same center hold with two tabs that Chrysler and Ford use. It is spring-loaded to go to its lowest setting, and you just pop it on when the throttle blade is closed.

Okay, thanks must be a misprint. Because it shows a picture of a 3.1 MPFI throttle intake. Much appreciated.
