2004 Toyota Solara Slow turning condenser fans problem

When I turn on the A/C both condenser fans turn at slow speed. If I remove the coolant temp sensor wire then both fans turn at full speed, but of course that makes the fan turn all the time. There are 3 relays, all works. Also I have checked the resistance on the temp sensor, looks ok.

Please help me to stay "cool".

What problem are you trying to solve? A slow moving condensor fan? Are you sure there is a problem?

Steve, thanks for your reply.
I am pretty sure it should be turning at full speed, because the AC does not cool properly, if I get the fans to run at full speed it is chill cool.

If I disconnect the coolant temp sensor plug both fans run at full speed. I think that signal is coming from the ECU to prevent the engine from overheating.

This is true. The PCM reads an open circuit in coolant temp. And then PCM turns both fans on as a fail safe.

Yes Steve, that means the fans controls (relays, connections, fan motors, etc) are working. Could you think of a place why it would run at slow speed?

Some condensor fans don't run at a very high speed. A good way to test this is to start the car, turn the A/C on so the condensor fan comes on, and then test to see how much voltage you are getting to the condensor fan. If you are getting battery voltage (about 12.6-13.5) then everything is working normally.
