1987 Toyota Pickup carb or engine problems

as i stated i had some carb issues and i checked all the main jet ports , power piston,power valve and checked all the vacuum lines and cooresponded with the book and the dealers spec.all lines are connected. i removed the egr valve and cleaned it and checked the diaphram it held vacuum for over 12 hours. i still get excessive fuel in the primary venturi. i checked the compression in all the cyl. and i found that all are about 155 to 170psi but the 4th cyl. only has 105 to 110. even if i added oil to the cyl it only gained about 15 psi. i checked valve clearance it was only off 1 to 2 thous loose but didnt tap. is the carb problem with the compression problem or is there more to it . i started messing with it because i had trouble starting it but not traveling long distance i would go 300 miles one way once a month. just was tired of the hard starts. dont mind donating but need really fine answers. depending on the accel set point i can hold my hand over the carb and run better but i don't seem to have a vac leak

Hi there, i would be checking the fuel pump pressure and having a look at the needle & seat and re checking the float hight, make sure that the power valve is sealing and re check carefully foe any vacuum leaks, check the manifold vacuum with a gauge and post the readings here,. start here.
