1993 Toyota Paseo car wont turn over

While driving at 30 miles per hour car suddenly shut off. Car would not crank. Tried jumping still nothing. I replaced battery cleaned cables pulled starter and gotit to work on the floor. I have power to the starter but still ignition will not activate starter.

First of all thank you so much for your donation. So let me get this straight the starter will work out of the car if you jump start it?But in the car when you turn the key to the start position the starter won't click or turn the engine over?Also do you have a multimeter?
