Front end noise

I have a 1986 toyota corolla fwd, manual, 32,000 miles, 1.6L engine, 2 barrel carburetor. I have noticed a driver side noise coming from around the front end which sound like when you put a baseball card to the spokes of a bicycle and you get a shall I say flipping noise which I hear inside the car with the windows closed, do not hear it with the windows open. It starts about 23mph as the speed increases the sound frequence also. I changed the front brakes and still does the noises. When I brake its still present untill the speed of the car goes below 23 mph. Anybody has a idea what the sound could be. Thank you.

Inspect the CV Joints-sounds like it.
