RELAY AND FUSE HAVE BEEN SUBSTITUTED AND THEY WERE GOOD. HORN WIRE IS ON.
REPLACE HORN OR PULL STEERING WHEEL?

When you depress the horn button on the steering wheel you should hear the relay click. If so then the horn is bad or it has a bad ground.
If you remove the horn and connect directly to 12V and it works, then the horn is not grounded properly.
It grounds to the chassis.

PULLED POWER WIRE AT HORN TO VERIFY 12V WAS PRESENT AND IT WAS. PLUGGED WIRE BACK IN AND NOW THE HORN WORKS! GUESS IT WASN'T QUIT TIGHT ENOUGH OR CONNECTION WAS DIRTY.
ALL IS WELL.
