Airbag Harness Voltage

1992 Toyaota Camry LE, Auto V-6, 114,000miles
Before connecting the harness to my NEW Airbag, I connected the Battery and found 9.7 volts present at the Airbag Connector.
Is this voltage supposed to be present, or will it blow the Airbag after plugging it into the Airbag and reconnecting the Battery?

I have already Donated, but could not find my posted message, so I'm trying again.

Thanks for the "Blazing Fast Reply", Guys. The corrrect answer is: "At least one of the Sensors is stuck, and should be replaced".
