2003 Toyota Camry EGR system

Vehicle has a p0401 egr insufficient flow code. Has brand new toyota transducer, solenoid, egr valve, and map/boost sensor. Egr ports are clean. Egr tube has been removed and cleaned, and code is still returning.

Possible Causes
à   Open or short in EGR gas temperature sensor circuit.
à   Defective EGR gas temperature sensor.
à   Vacuum hose disconnected or blocked.
à   Open in vacuum switching valve (VSV) circuit for EGR.
à   Defective EGR system.
à   EGR valve stuck closed.
à   Defective vacuum control valve.
à   Defective ECM

very common is vacuum switching valve (VSV)
