1999 Toyota Camry Idle and harsh shifts

1999 Camry V6 had intermitent low idle when cold. Mechanic cleaned idle control solenoid and now idle is steady but higher than before and I noticed that shifts, especially 1to 2, is much harsher. Took the car back and mechanic lowered idle - 1400 cold, 800 when warm now. Shifting harshness improved but not back to old ways. Mechanic does not recommend lowering idle - I tend to recall that it used to be 1200 cold and 600 warm. Are two things even related?

Did he jump Te-1 to E-1 at the check connector while adjusting it and in drive gear?

Excuse, I do not understand your answer - I am looking at 1999 Camry Service manual and it does not indicate te-1 and e-1 connectors - it shows VTA to E2 and VCA to E2 resistance checks to verify throttle body operations. It aslo does not mention being in drive gear. Could you please expend a bit?
