1998 Toyota Camry 6 cyl Automatic 198000 miles

I have the "check engine" light on. Sometimes it rains, it goes off. It has been almost a month that even when it rains, it hasn't turn off. I have also noticed, the acceleration screen is below One and sometimes I press the gas a little bit to bring it higher that 1. I do not if both problems are related.

There are literally hundreds of possibilities for this. IF you have a way to retrieve the code and post it here that would help me be more specific.
Idling below "1" is normal. Typical idle speed is about 650 rpm.
Is the check engine light flashing?
When was the last tune-up?
Are there any driveablility problems (lack of power, poor gas mileage)?
