1997 Toyota Avalon Rear Tail Lights

The REAR tail lights went out on the daughters car. ALL the fuses are good on the fuse panel by the parking brake. ALL fuses under the hood are OK. It shows that this vehicle has a tail lamp relay but does not show the location in the owners manual or my HAYNES repair manual. It appears there are some relays and fuses on the passanger side kick area. Would you suggest changing this relay? I also found a tail lamp failure box (relay) in the trunk on the drivers side. Please don't tell me that this is the culprit as the Toyota dealer quoted me $ 276.00 for this part. No power to lamp sockets, however bulbs were not burnt, they looked brown faded somewhat. License plate light works, brake lights work. Everything else is FINE. Please advise

My book says Tail light relay location is at rear of instrument panel J/B

I still cannot find this relay. It was not on the instrument panel back. I can see the flasher relay WAY up in the dash. What am I missing here?

There was a RELAY that looked like the replacement on the right side but was not the correct pattern. Please advise.
