If the red light does not light up on your 2003 Chevrolet Impala's radio and the hour and minute buttons do not respond when trying to change the time setting, there may be a couple of potential causes for the issue:

Blown Fuse: The first thing to check is the fuse related to the radio or clock. A blown fuse can cause the radio display and clock settings to stop functioning. Refer to your vehicle's owner's manual or the fuse box diagram to locate the radio fuse. If the fuse is blown, replace it with the correct amperage rating and check if the radio and clock start working again.

Faulty Radio Unit: If the fuse is not the issue, there may be a problem with the radio unit itself. It could be a malfunction in the internal circuitry or a loose connection. In this case, you may need to have the radio unit inspected by a professional or consider replacing it with a compatible unit.

Battery Disconnection: Sometimes, disconnecting the vehicle's battery can cause the radio and clock settings to reset. If you recently had the battery disconnected or replaced, the radio settings might have been reset, and you'll need to set the clock again.

Software or Electrical Glitch: In rare cases, a software or electrical glitch may cause the radio and clock settings to stop responding. Performing a soft reset on the radio system might help. To do this, disconnect the car's battery for a few minutes and then reconnect it. This can sometimes clear any temporary glitches in the system.
