2005 Subaru Outback oxygen sensor

My check engine light is on and we did an OBD scan and it indicated code P0031 which it said is a heater control circuit low. Is this a faulty oxygen sensor? Also, this is the second time that I have had to replace an oxygen sensor in the last 6 months. What would be causing them to go out so regularly?
