How critical is a rack and pinion bellows that is torn, and further, how difficult a job is it to repair?

The torn bellow would allow dirt, water and others to get onto the shaft and this would cause damage to it causing leakages.

Replacement is not difficult but you need to mark the tie rod end lock nut position before removing it to get the bellow out. this is to ensure the wheel alignment is not affected after reinstallation.
