My car makes a vibration between 30 and 40 mph. It always does it no matter what gear the car is in. I noticed that the front cv boots are ripped but the axle isnt loose and cant be wiggled by hand.

Usually bad outer cv joints will click when turning sharply so thats another way to notice if the bearings have created a hot spot or bind. I have only seen a few scenarios where axles actually cause this issue striaght line shimmy issue but it was certainly the axles.

At this point if your cv boots have been open for some time I would recommend changing out the axles for new ones. Simply repacking them with grease and putting a new boot on usually will not fix them.

I would go over the whole front end and inspect for other issues before suspecting cv joints, but as I said I have seen this happen more then once.
