Slight Shimmy even with brand new tires!

My 2015 Durango came from the factory without being aligned. It took six trips back to the dealership and about 5,000 miles before they finally decided to do an alignment check on it. It was all sorts of bad. So they put new tires on it (because the original ones were ruined) and aligned it. Now I have a a slight shimmy that also makes a whoosh whoosh noise. I jacked up the front driver's tire and spun it freely. The suv was slightly moving side to side and I can hear the whoosh whoosh noise - sounds almost like something touching the rotor. After spinning it a few times, the hub and lug nuts were very hot. Nothing else was hot, though. Any ideas?

Could be a bad tire or a brake problem some of these have a brake recall for a cracked caliper but a dealer can tell by vin number best to have this checked to see if they can find anything in front suspension or wheel causing this.
