Brought perfect working car for service, was told after paying that my old filter disintegrated so need to come back in a week to check for any bits. I started the car and there was a noise like ticking so ask what that was about and was told that oil filter clogged either the engine or oil pump. Car stayed in garage where they clean the pump, but there is still no pressure of oil, so now have to change whole engine, who fault is that?

This is hard to say as we do not have these in U.S. So it may need the pump to be primed. Using KY jelly or Vaseline usually is a good way to do it. I would try that before replacing engine unless car was driven for a while without any oil pressure. It may be a stuck relief valve in oil pump as well.

The filter is a paper type without a tin body that lives in a housing, they opened it up and there is was, a big mush of bits of oily paper and the two plastic end bits all floating around. They fished it out, cleaned out the tiny bits and fitted a new one but some bits seems to clog something.

Well it may be the sump for the oil if the pan wasn't dropped to get the sump and clean it out so it may be blocking it and not allowing to pick up oil. If oil pan was dropped(taken off) it would be easy to spot or something broken like the pick up itself. I doubt it's a bad engine but without seeing engine bearings and if any wear I can't say much
