1999 Saturn SL2 Strating the car

Hi I have a 1999 saturn sl2 and it has just broke down it wouldn't start and the starter was bad so I replaced the starter and cilinoid. Unfortunatly I still have the same problem my car wont start and I checked all the main fuses there all good my power lock and windows don't work or interior head light but my outside lights work but the car has no turnover what is the solution?

Try jumping the starter relay. Use a small jumper from terminal 87 to terminal 30 as located on relay. If the vehicle cranks it may have a bad relay or an issue on the ignition side of the relay.

Ok but where is the relay located on the car it doesn't indicate it in the manuel
