How do I remove the harmonic balancer bolt from a 1.9L 1999 Saturn SL2? Does it require a special tool?

Yes, it is best to use a air impact gun, because it may be really hard to "crack" the bolt and at the same time the shaft will want to turn. Once you take the bolt off, you will most likely need a puller, pretty inexpensive, you can get one from your local parts place.
